President in Cherkasy region: Decentralization is an opportunity for community development

During the presentation of the new Head of the Cherkasy Regional State Administration, President Petro Poroshenko especially emphasized the importance of decentralization for the active development of territories, communities. He expressed confidence that the new leadership of the region will cope with the challenges facing Ukraine and the region.
"During the election campaign, when I was not yet a President, I clearly stated that the quintessence, the cornerstone of my reforms would be decentralization. The meaning of decentralization is the rapprochement of people, community and power,” he said.
The President especially emphasized that the powers and rights, financial resources transferred to the local communities always correspond with responsibility.
The President stressed that in 2018, the share of local budgets in the consolidated state budget amounted to 52% and 48% remained for the fulfillment of all state functions related to defense, external relations, etc. According to him, local budgets in separate united territorial communities increased up to 7 times, development budgets increased up to 19 times.
He emphasized that road and transport infrastructure is a special priority. Over the past few years, about 200 km of roads were built, bridges and dams connecting the two banks of the Dnieper were repaired in Cherkasy region. The airport runway repair has begun.
"This is being done during the war. Money is withdrawn from the shadow and allocated for the construction of roads. And the budget of 2019 already provides 54 billion for the road fund," Petro Poroshenko said.
According to him, the Cherkasy regional team is able to mobilize the intellectual potential, experience and resources of different communities.
