RST is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of the priority reforms. The RST consultants provide assistance in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.
The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America. Position 1
 
Project Manager - Road Sector Reform
1.    Objective(s) and linkages to Reforms
A Reform Support Team (RST) at the Ministry of Infrastructure of Ukraine (MoI) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry´s priorities and relevant donor support.  
RST is funded by the EBRD managed Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
 
Road maintenance – is a system of roads, utilities, public and private companies and organizations that serve them. The importance of Ukrainian roads in international traffic is confirmed by the fact that 4 of 10 international transport corridors pass Ukraine, including existing highways such as Kyiv-Chop and Kyiv-Odessa. The total length of the road network of the state and local levels is about 170 thousand km. Its quality substantially affects the efficiency of the national business and competitiveness Ukrainian economy.
MoI has made the road Sector Reform one of its top three priorities and is committed to building a transparent and efficient system of the Road Sector Management in Ukraine. The RST works on the road sector reform aims for following objectives:
-        Supporting decentralization and strengthening the capacity of Road fund
-        Assistance in the approval of the draft Laws of Ukraine according to the requirements of the implementation of Association Agreement between Ukraine, on the one side, and the European Union, the European Atomic Energy Community and their Member States, on the other side.
-        Straighten weigh control system, improve effectiveness and transparency of Safety Agency
-        Supporting the implementation of FIDIC contract conditions
-        Facilitation of the institutional reforms in road sector, separation of functions, avoiding the conflicts of interest.
A Project Manager on the Road Sector Reform is vitally needed to support the Government of Ukraine and in particular MoI in the fulfillment of the road sector reform.
2.    Duration and proposed timeframe:
Total duration of current assignment is till December, 2019 (subjected to availability of the donor funding), two-month probation period should apply to the successful candidate.
3.    Main Duties and Responsibilities:
a.    Coordination and facilitation of reform implementation process
-        developing the road sector’s reform agenda and work planning
-        engagement of relevant stakeholders (experts, government officials, donors, etc.) to the RST’s activities
-        resolution of problems and obstacles encountered during implementation process, identifying and communicating important issues requiring decision of RST Director and/or Reform Council
-        mentoring the team of analysts and coordination of lawyers assigned to the project
b.    Reform Teams (Working Groups) support
-        project management support (development of project/reform implementation plan, risk management, change management, etc.)
-        manage preparation of changes to laws and secondary legislation
-        manage analytical support to the reform
-        preparation of timely and quality reports and status updates on reform implementation progress to the Minister and RST Director, as well as for publication
-        Implementing the institutional reform agenda for the road sector of Ukraine
-        Assistance in the implementing of the road safety strategy and government action plan
-        Supporting the straightening weight control implementation of pilot project electronic weight control system
-        Organizing public discussions with Members of Parliament, Government and private sector
-        Supporting decentralization process and strengthening the capacity of road fund
-        Assistance in the approval of draft Laws of Ukraine "On amendments to some legislative acts of Ukraine in the road transport sector in order to bring them into line with European Union regulations" and "On amendments to some legislative acts of Ukraine in securing operating motor vehicles according to the requirements of the Association Agreement between Ukraine, on the one side, and the European Union, the European Atomic Energy Community and their Member States, on the other side"
-        Supporting the implementation of FIDIC contract conditions
4.    Qualifications, Skills and Experience:
-          Bachelor’s degree in finance, economics, law, business administration, engineering 
-          Strong organizational management, communication and presentation skills
-          PC literacy (PowerPoint, Project, Excel, Word; Visio is an asset)
-          Fluency in Ukrainian and English
-          Preferably more than 10 years of general professional experience (minimum 5 years)
-          Preferably 5 years of experience in project management, public or business administration, business consulting, engineering  
-          Experience in the road sector related entities is required
-          Other experience in transport or infrastructure sector is an advantage
-          Proven knowledge and professional experience in public finance management
-          Experience with the reform implementation in Ukraine, especially as related to road sector and infrastructure is a plus
-          Experience with government entities and their mandate and processes is an asset
-          Experience in leading multidisciplinary teams is an asset
Assignment Value
The estimated monthly value of this consultancy position is in the region of EUR 1,100 — 1,400. The funding source of this assignment is the EBRD-Ukraine Stabilization and Sustainable Growth Multi-Donor Account. Please note selection and contracting will be subject to the availability of funding

Legal Counsel: Compliance

-          Assistance in the approval of the draft Laws of Ukraine "On amendments to some legislative acts of Ukraine in the road transport sector in order to bring them into line with European Union regulations" and "On amendments to some legislative acts of Ukraine in securing operating motor vehicles according to the requirements of the Association Agreement between Ukraine, on the one side, and the European Union, the European Atomic Energy Community and their Member States, on the other side"
-          Facilitation of the institutional reforms in road sector, separation of functions, avoiding the conflicts of interest.
-          PPP projects in road sector - concession of the roads
A Legal Counsel on Compliance is vitally needed to support the Government of Ukraine and in particular MoI in the fulfillment of the road sector reform.
The Legal Counsel will be responsible for ensuring compliance of activity of the Ministry and agencies under its control with the anti-corruption and anti-bribery laws and regulations, rules and regulations of regulatory agencies.
2.    Duration and proposed timeframe:
Total duration of current assignment is till December, 2019 (subjected to availability of the donor funding), two-month probation period should apply to the successful candidate.
3.    Main Duties and Responsibilities:
Coordination and facilitation of reform implementation process
-    developing the road sector’s reform agenda and work planning
-    preparation of drafted transport legislation and its implementation corresponds to the relevant compliance standards
-    drafting Compliance Guidelines for the Ministry and SOEs and agencies under its control
-    preparation of the Anticorruption program for the Ministry
-    cooperation with the Anti-Corruption Deputy Minister and the Ministry’s Anti-Corruption Department in streamlining and aligning compliance approaches and measures
-    contributing to the sector conferences and workshops
-    assistance to the Ministry in the establishment of the Ministry’s Anti-Corruption Department
-    supporting SOEs in implementing compliance systems
-    supporting the RST, the Ministry and SOEs in compliance-related investigations and proceedings
-    establishing and maintain relationships, cooperation with the governmental anti-corruption, enforcement and crime prevention authorities, investigative departments of the relevant national, regional and local authorities
-    Support approval the drafted legislation in the Parliament, assist in implementation of the legislation
-    Straightening weight control implementation of pilot project electronic weight control systems and extending the pilot project for all territory of Ukraine
-    Organization of due-diligence of the JSC “Automobile Roads of Ukraine” (DAK), support the implementation the reform plan, support preparation for privatization
-    AA Directives 7320, 7386- assistance in the approval and implementation
4.    Qualifications, Skills and Experience:
-    At least a bachelor’s degree in law from the reputable Ukrainian or foreign University
-    Strong analytical skills with the ability to interpret complex legal, commercial and financial information
-    PC literacy (PowerPoint, Project, Excel, Word, Legal databases Liga or Rada proficient)
-    Experience in high-level negotiations, strong communication and presentation skills
-    Excellent command of English and Ukrainian, both written and spoken
-    Preferably more than 10 years of general professional experience
-    At least 5 years of proven managerial experience in leading law firm, public or business administration, consulting
-    Experience in building up compliance system in at least one organization
-    Experience in compliance-related investigations and proceedings, including court, would be an advantage
-    Prior experience of work in public sector reform is a plus
-    Familiarity with the reform agenda in Ukraine
-    Experience in leading multidisciplinary teams is an asset
-    Experience in infrastructure sector is an asset
-    Specific experience with compliance in transport sector would be an advantage
5.         Assignment value
The proposed RST Member Gross pay range for Category 2 positions is EUR 1,100 – 1,400. The exact rate will be made by the Recruitment Committee comprised of representatives of the Ministry of Infrastructure of Ukraine and international donors.

Legal Counsel: Maritime Law (Maritime Reform)

The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry´s priorities and relevant donor support.

The water transport complex is a multifunctional structure that meets the needs of the national economy in transport. Marine and river ports are an integral part of the state"s transport and industrial infrastructure. The competitiveness of the domestic transport system in the world market depends on the efficiency of the functioning of the ports, the level of their technological and technical equipment, the compliance of the management system and the development of the infrastructure with modern international requirements.
A Legal Counsel on Maritime Reform is vitally needed to support the Government of Ukraine and in particular MoI in the fulfillment of the maritime sector reform.
2.    Duration and proposed timeframe:
Total duration of current assignment is till December, 2019 (subjected to availability of the donor funding), two-month probation period should apply to the successful candidate.
3.    Main Duties and Responsibilities:
Coordination and facilitation of reform implementation process
-    supporting the Ministry and relevant SOEs and authorities to address complex legal issues in connection with reform’s targets
-    contributing in the National Transport Strategy of Ukraine update and in the maritime reform work group
-    participating in the Sub-Committee on Implementation of Instruments (III Sub-Committee) of the International Maritime Organization and other IMO meetings
-    assistance in development new port tariffs methodology
-    participation in the reorganization of Ukrainian Seaport Administration and establishing the Maritime Administration
-    other responsibilities as assigned by the Director and Senior Project Manager on Maritime Reform
-    Assistance in preparation of Roadmap for development of the Maritime sector reform in Ukraine
-    Participation in the public discussions with the Members of Parliament, Government and private sector experts on reform’s related legislation
-    Preparing a number of necessary draft legislation, regulations and policies
-    Review of the status, structure and legal aspect of the water transport sector organization and management
-    Preparing amendments to the draft law “On Inland Water Transport” in line with best world practices
4.    Qualifications, Skills and Experience:

The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry´s priorities and relevant donor support.  
RST is funded by the EBRD managed Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
Project Assistant- Interministerial Communication is an indispensable part of the reforms process.
Consistent and comprehensive communications is needed to ensure public awareness and understanding of MoI and RST’s efforts and to fuel civil society’s action in supporting reforms process.
Qualified communications professional is needed to strengthen RST media presence and support Ministry’s communications efforts to highlight the prior reforms RST is involved in.
Communication activities of the RST will be carried out through the official MoI channels and will strengthen the public presence of the Ministry and its representatives. 
The Project Assistant expert will work in close cooperation with Project Manager PAR for aligning communications objectives of all the parties involved.
2.    Duration and proposed timeframe:

3.    Main Duties and Responsibilities:
Communicating reforms progress in all the fields defined as priority by the RST:
-       In cooperation with the Project Manager: Communications regularly updating Ministry’s communications plan regarding the reform
-       Active social networks promotion activities
-       Assisting in organizing public events for Ministry’s and RST’s speakers reporting on reforms progress (Public Administration Reform as a priority)
-       Organizing off-the-record events with key media for RST experts
-       Coordination a work among the Reform Support Teams within other ministries
-       Formulate PR plans and strategies for publicly assess of MoI’s reforms progress within the
-       Enhance the company’s voice and presence through online and offline channels
-       Manage media relations and requests
-       Plan and supervise events, fairs, conferences etc.
-       Support the implementation of promotional plans
-       Supporting the development of marketing materials, presentations etc.
4.    Qualifications and skills and experience
-          At least a bachelor’s degree in journalism, marketing, administration
-          Strong analytical, communication and presentation skills
-          PC literacy (advanced PowerPoint, Project, Excel, Word skills; Visio is an asset)
-          Excellent command of English and Ukrainian, both written and spoken
-          Basic knowledge of graphic design
-          Strong knowledge of social networks activity
-          At least 5 years of experience in administration, communications, journalism or marketing,
-          Experience in data management – understanding of basic principles of reputational and communication research
-          Experience of having successfully developed, managed and implemented communications strategies aligned to the organization objectives
-          Proven knowledge and professional experience in communications
-          Good understanding of economic processes and familiarity with the reform agenda in Ukraine
-          Experience of consulting government agencies in communications will be an asset
5.    Assignment value
