OECD experts to help Ukraine in reforming the public governance system, deregulation, privatization and anti-corruption policy

As a result
of a meeting of Prime Minister of Ukraine Volodymyr Groysman and
Secretary-General of the Organisation for Economic
Co-operation and Development (OECD) José Ángel Gurría on Thursday the parties reached an accord on
Ukraine"s cooperation with OECD experts along a series of directions, in
particular, the formation of anti-corruption institutions in Ukraine, a reform
of public governance and implementing deregulation measures, the execution of
the project "Decentralization in Ukraine", management of public enterprises and privatization.
Volodymyr
Groysman noted that the Memorandum of understanding between Ukraine and the
OECD and the Action Plan for its implementation are core documents in the
bilateral relations. The Government is looking forward to further active
cooperation with the OECD on implementation of these documents, he said.
Thus,
during the meeting it was agreed that the OECD would render expert assistance
to the National Agency for Prevention of Corruption, in particular the analysis
of corruption risks, preparation of anti-corruption programs and protection of
whistleblowers.
Following
the talks, it is expected in December this year there will commence joint work
on the implementation of the project "Decentralization in Ukraine".
The key issue
of the meeting was the discussion of prospects of Ukraine"s accession to the
existing tax instruments and mechanisms, given that the Government had started
the approval procedure regarding the Multilateral
instrument.
Volodymyr Groysman and José Ángel Gurría
agreed on the preparation and signing of an Agreement between the OECD and the
Ministry of Education of Ukraine to participate in PISA-2018 (The Programme for International Student Assessment) as part of
the education reform.
The parties
also focused on possible Ukraine"s cooperation with OECD experts in reforming
the public administration system, carrying out the deregulation in the economy,
management of state-owned enterprises and holding transparent privatization.
The Prime
Minister appreciated the proposal of the OECD Council concerning joining by
Ukraine the Declaration on International Investment and Multinational
Enterprises, which is one of the key legal instruments of the OECD in foreign
investment. He noted that among essential results of the joint work in the
framework of implementation of the Action Plan is the successful execution of
the Second Investment Policy Review of Ukraine.
Volodymyr Groysman informed the interlocutors
on the launched by the Government reforms and talked about first achievements.
On the
outcomes of the meeting, Prime Minister of Ukraine Volodymyr Groysman and
Secretary-General of the Organisation for Economic
Co-operation and Development (OECD) José Ángel Gurría signed an Agreement to extend the Memorandum
of understanding between the OECD and the Government of Ukraine on deepening of
cooperation.
"Today"s
signing of the Agreement to extend the Memorandum will become a guarantee for
future cooperation in reforming of our country in line with best global
practices. The Government will comply fully with the provisions of the
Memorandum", emphasized Volodymyr Groysman.
