Due to the changes introduced
by the Government in the course of upgrading the Ukrainian customs, revenues
from its activities rose by over UAH 2 billion in August. This was stated by
Prime Minister of Ukraine Volodymyr Groysman during the Government session on Tuesday.
"In August revenue
growth has been demonstrated by the Ukrainian customs”, said Volodymyr
Groysman. “For August, the plan
was over UAH 19 billion. We received over UAH 21 billion. This means that over
UAH 2 billion, to be precise the sum worth UAH 2 billion 340 million was
directed to the State Treasury at the account of the fact that we are
destroying the deals that occur in the customs”.
The Prime Minister
noted that after the Government had announced a reform of the customs service
as one of its priorities, in May there was a decrease in gains, "as everyone
stopped to export smuggled goods, everyone began to wait till we change our
mind, considering we lack the willpower to remain steadfast. But when they
realized that we are serious, they immediately began to import goods, to pay
the fees".
Volodymyr Groysman
reminded that the Government had introduced a number of innovations at the
Ukrainian customs, in particular, launched the Single Window system, operation
of interregional customs services, mobile teams for the prevention and detection
of violations of customs legislation. Soon we’ll see preliminary results of
their work on preventing of smuggling in the country.
The Head of
Government noted that the Single Window had also shown its effectiveness.
"One shouldn’t run visiting various offices, as there is a single window to
apply for a particular service. But this is only the beginning", he
stressed.
The Prime Minister
reminded that following his visit to USA he had asked for support in reforming
the Ukrainian customs. On 19 September the final report by the U.S. Mission on
the assessment of the needs of the Ukrainian customs service was promulgated. The
Government is shortly to approve this road map and start the implementation of systemic
steps designed to restore order in the Ukrainian customs, said the Head of
Government.
However, he stressed that the system of the Ukrainian customs
requires more significant changes; the measures introduced are only the
beginning of retrofitting of it. The Prime Minister added it is crucial to
alter the system and ensure transparency, efficiency whoever manages it.
